This is pretty unambiguous plagiarism.
Apparently Gay lifted all of this without quotation marks or even citing the source.
But not only that, she also changed one word so the meaning of the first sentence was reversed for some reason.

He’s right that only active investors can set valuation. Passive/index investors simply amplify those decisions.
In my opinion, passive is too large a portion of the market. People should invest in companies directly where they think the product or service is great.
