You really should just go nuts and start four more gigafactories just so you have lots of production options in a few years. Yes, this will waste money but it will reduce the time needed for you to hit 20 million vehicles/year. Your biggest limitation is time.

Varies a lot. Tesla & SpaceX are in good positions, but many other companies are not.
